What is a fire protection concept?

The fire protection concept is a summary of the fire protection requirements intended for the planned construction project and the measures planned to implement these requirements. 

The level of protection required by building law must be achieved. This is usually demonstrated through concrete substantive legal requirements, for example classes of fire resistance duration. 

However, a derivation of the underlying protection objective is not yet recognizable and is only known to the knowledgeable user of building law. 

In principle, the fire protection regulations that exist in Germany are always derived from the four protection objectives, which are named almost identically in the building regulations of the individual federal states.
 

Four protection objectives  

Facilities must be arranged, constructed, modified and maintained in such a way that the 

1. occurrence of a fire and 

2. the spread of fire and smoke (fire spread) is prevented and 

3. that, in the event of a fire, people and animals can be rescued and 

4. effective extinguishing work can be carried out.
 

Why is a fire protection concept needed?

In Hesse, the fire protection concept is part of the building application for special buildings. 

No fire protection concept, no building permit.

The fire protection concept, together with the building permit, serves as a further basis for design, execution planning, tendering, execution and commissioning.


What does a fire protection concept consist of?

A fire protection concept usually consists of a text section and the associated explanatory plans.
 

What must the fire protection concept contain?

According to the Hessian building template decree, the fire protection concept must be tailored to the individual case and the use of the structure and must be sufficiently defined. The detection methods used

  5. to rescue routes on the building site and in buildings (if necessary through mathematical proof), if necessary for the use of aerial rescue equipment the fire department and for safety lighting, automatic sliding doors and electrical locking of doors,
     
  6. Evidence of the usability of the escape routes in the event of a fire; Specification of the length of the
    running line or air line, 
     
  7. if necessary, representation of the location, arrangement and dimensioning as well as the conception of the structural and/or operational measures to rescue people with disabilities especially in buildings that are predominantly used by people who not being able to save yourself or only to a limited extent,
     
  8. on the maximum permissible number of users of the building as well as information on the user group, in particular on people with disabilities, insofar as special measures, for example to clear the building (self-rescue and/or Rescue using fire brigade rescue equipment is required,
     
  9. to technical building equipment, in particular pipe systems, if necessary, with information about fire behavior in the area of escape routes,
     
  10. on ventilation systems with information on fire protection measures, such as:
     
    description of the system and representation of the location and arrangement of the ventilation systems with information on fire protection measures, 

    Representation of the ventilation centers and rooms for the installation of ventilation devices, air heating systems and fans,

    Representation of the location and arrangement of ventilation ducts with information on Fire behavior and fire resistance as well as information on coatings, claddings and insulation layers,

    Fire dampers or shut-off devices to prevent the spread of fire and smoke, smoke protection flaps, smoke trigger devices, extraction points as well other components that are relevant to fire protection,
     
  11. for smoke and heat extraction systems with entry of the cross sections or air exchange rates, the smoke extraction ducts with information on fire behavior and fire resistance, the smoke extraction dampers and the overpressure systems for keeping escape routes smoke-free with a representation of the location, arrangement and dimensioning of the Systems with entry of cross sections or air exchange rates,
     
  12. to electro-acoustic emergency warning systems or alarm devices as well as to Gas warning systems and CO warning systems,
     
  13. on systems, facilities and devices for fire fighting (such as fire extinguishing systems, risers, wall hydrants, fire extinguishing devices) with information on protected areas and on the storage of special extinguishing agents,
     
  14. on the safety power supply with information on fire protection training of the installation room, to backup power supply systems (batteries, power generation units) and to maintain the functionality of the electrical cable systems,
     
  15. to elevator systems with fire control and fire department elevators,
     
  16. to fire alarm systems with sub-centres and fire brigade panels as well as trigger points, 
     
  17. on fire brigade plans, 
     
  18. on operational measures for fire prevention and fire fighting and for Rescue of people including people with disabilities (such as company fire brigade, self-help forces, fire protection regulations, evacuation measures, evacuation signals),
     
  19. to compensatory measures if material requirements of the Hessian Building regulations or regulations based on the Hessian building regulations are not complied with, or justification and, if necessary, evidence if compensation measures are not considered necessary, 
     
  20. on the procedures used according to methods of fire protection engineering and
     
  21. to the persons responsible for fire protection (e.g. designation of construction manager, Specialist construction manager or fire protection officer for the operation of a building).
