The defects can arise in particular from the installation of unsuitable construction products or designs.
This results in particular from the paradox that additional national requirements may not be imposed on construction products (Germany was prohibited from doing this by
Court ruling of the European Court of Justice) but de facto are nevertheless imposed. This happens by specifying requirements for construction products and construction types that are part of the regulations that structural systems must comply with.
The requirements that were previously aimed directly at the construction products are now still made, but are declared as requirements for the building.
The methodology for selecting permitted construction products is explained below.
It is assumed below that the corresponding product at least has a valid CE marking and can therefore be placed on the market throughout Europe.
The entire selection process requires precise knowledge of construction law. The support of the design team will likely be required (e.g. by creating and distributing to review the request for information).
Nevertheless, it can be helpful to understand the process, because the process is not an easy one, so that you may then be less annoyed by the long decision-making period of those involved in the RFI process.

Initial requirements may already be described in the state building regulations, e.g. with regard to the combustibility of the building materials.
Step 2: Examination of the fire protection concept
Further information can be collected in the fire protection concept. If necessary, reference is made to a performance class or minimum requirements are formulated.
Step 3: Check the technical building regulations (H-VV TB)
The technical building regulations are the most productive source when it comes to finding specific requirements for building products and information about other evidence that needs to be taken into account.
It should be noted that product requirements are placed entirely above other regulatory frameworks. This is the case, for example, if extinguishing systems are to be built according to a different standard than described in the H-VV TB. Very often this is done according to FM global standards. However, such standards are not the subject of building law product specifications.
